WHO Confronts Significant Workforce Reduction After United States Financial Pullout

This international health agency revealed plans to cut its staff by nearly a fourth – totaling over two thousand positions – by mid-2026.

Funding Shortfall Triggers Major Reorganization

The decision follows following the United States, formerly the organization's biggest donor, pulled out funding earlier this year.

The US government was contributing approximately 18% of the agency's overall funding, creating a significant financial gap.

Expected Staff Cuts

According to organizational projections, the workforce is expected to drop from nine thousand four hundred and one positions in January 2025 to around seven thousand and thirty by mid-2026.

This decrease of 2,371 posts comprises job cuts, retirements, and regular attrition.

"This year was one of the most difficult in WHO's history, while we undertook a painful but essential process of prioritisation and restructuring," commented the organization's leader.

Financial Shortfall Remains

The Switzerland-headquartered body currently faces a funding gap of 1.06 billion dollars for the upcoming biennium, amounting to nearly a quarter of its required budget.

This amount represents an reduction from a previous projected gap of $1.7bn noted in spring.

Excluded Finances

These budget projections do not include an additional $1.1bn in potential funding from current discussions with various donors.

The representative for the organization noted that the current unsecured portion of the budget is in fact smaller than in previous years, attributing this to multiple reasons:

  • A smaller overall budget
  • Initiation of a fresh donor outreach campaign
  • Higher in participating countries' required fees

This restructuring initiative is currently approaching its completion, allowing the organization to move forward with a reshaped operational model.
